South Carolina Dealer Selling to a North Carolina Resident

If you are a South Carolina dealer selling to an out of state North Carolina resident here is the required paperwork for two scenarios:

  1. Dealer takes paperwork to NC DMV
    • NC MVR-1 Title Application
    • Bill of Sale
    • SC Form 4031 Bill of Sale (form required)
    • All previous PTOs (attach them to the title)
    • FTC Buyer's Guide
    • Generic Odometer Disclosure
    • Generic Damage Disclosure
    • Any additional DSS, etc
    • Charge 3% Highway Use Tax
    • $88 Title / Registration Fee (See more)
    • Take the paperwork to the closest NC DMV to register and title the car.
    • This is required if there is a LIEN on the vehicle (deal is financed)
  2. Customer will title the car themselves
    • NC MVR-1 Title Application
    • Bill of Sale
    • SC Form 4031 Bill of Sale (form required)
    • All previous PTOs (attach them to the SC 4031)
    • FTC Buyer's Guide
    • Generic Odometer Disclosure
    • Generic Damage Disclosure
    • Any additional DSS, etc
    • No not charge tax or registration fees.  The customer will pay these fees to the DMV directly.
    • Give all paperwork to the customer to take with them to the DMV in NC
